If you are talking about Stellarium version 0.10.2, both are there. It's written as Dubayy, UnitedArabEmirates.

For some reason, for some location names Stellarium uses not the English form of the name, but a Romanization of the local form of the name.

It seems that the drop-down list of countries in the Location window is ordered not by alphabetical order of the names, but of the country codes.

For example, the United Arab Emirates are the very first entry in the list, because the country code is "ae". The United Kingdom comes between France and Georgia, because its country code is "gb".
