New user Vertical tool bar not responding to mouse or f=keys

Lower and side tool bar have lost icons and side bar is not responding to mouse clicks or f=keys
Can not access any of the side bars control options

Loaded program on newer hardware running windows 7 pro 64X... runs without a hitch... all is good thanks for your response and help...
