@nd status bar and F keys

I downloaded the 15.2 . Windows 10. MS 32 bit, Gateway W650i. THe 2nd status bar does not come up when I scroll over the status bar with a mouse; The only F key that works is F11; the letter keys work, i.e., c, r, v. What am I doing wrong?

Googling for this model indicates it's not the freshest of computers, although details were not to find.
I keep recommending the obvious FAQs, e.g.:
FAQ #2734: “Common problems with version 0.14/0.15”.
