No wiki access

When trying to view e.g. linux installation instructions from the wiki (as per the INSTALL instructions) I get the following

Sorry! This site is experiencing technical difficulties.

Try waiting a few minutes and reloading.

(Can't contact the database server: User s48857rw already has more than 'max_user_connections' active connections (mysql-s))

Is the Wiki broken?
