Bug? Textures in installation- and user-directory

When I create a new textures-subdirectory in user/stellarium/textures these texture pictures (eg. planets) are used only for choosing location. But for the texture image of planets Stellarium takes pictures from installation subdirectory /usr/share/stellarium/textures, but not from the user subdirectory.
Is this intention or a bug?
