There is no win64 version of latest stellarium 0.13.0 in the website. Are there any plans to build it?

Yes, we have plan to building 64-bit package for Windows, but not for nearest future because technically we can build it right now. But (!) we should building Win64 application via MSVC and some it specific features will damage work of part of star catalogs.
