Alexander Wolf suggests this article as an answer to your question:
FAQ #1746: “Adding a comet to Stellarium with the Solar System Editor plug-in”.

And please note that while the positions will be shown, comets do currently not show tails.

The MPC does not give elements for P1/Halley because it cannot be observed in the next decades. P1/Halley will return in 2061, we hope to have it included until then.
You can edit C:\Users\YOUR-USER-NAME\AppData\Roaming\Stellarium\data\ssystem.ini with any text editor and add orbital elements which YOU find via Google manually.

And the most precise orbital elements from JPL horizons give comet next perihelion date february 2062, while wikipedia says 28 july 2061. Maybe stellarium just can't calculate it with sufficient precision.

Stellarium simulates a comet using whichever orbital elements you enter. JPL should be a preferred source, but not even they can model non-gravitational perturbations (outgassing effects). I expect a new set of elements in the 2050s, and don't care too much before 2059...
Somebody could collect elements for previous apparitions, though.

Can you help with this problem?
