I don't understand your question. If you want change zoom via mouse wheel then this feature was implemented many years ago.

Possible you meant: Could you make zoom with the mouse wheel at the point where the mouse cursor like in Google Maps?

Zooming with the mouse wheel now always starts from the center image,
zooming in Google Maps, instead starting at the point where the mouse cursor
is located, if the cursor is in the upper-left zooming is centered in that

If I want to zoom in on a star that is located in the upper left now before
I have to center it on the screen and then zoom in, zoom with google style
simply position the mouse cursor and zoom in on the star, it is more
