The orbital elements should be imported from a file in the export format of the IAU Minor Planet center. See:
http://www.minorplanetcenter.net/iau/info/CometOrbitFormat.html

for the comets list in that format see:
http://www.minorplanetcenter.net/iau/Ephemerides/Comets/Soft00Cmt.txt

After building your file with the orbital elements you can use the "Solar system editor" plugin, in the configuration window.

Follow these steps:

- Go to Configuration Window from the side bar or press [F2]

- Select the Plugins tab

- Select the Solar System Editor plugin

- Check the "Load at startup" box in the options section

- Restart Stellarium

- Go to Plugins again

- Select Solar System Editor

- Press the configuration button

- Solar system tab

- Import orbital elements in MPC format ...

- select the source to be "A file containing a list of objects"

- specify your file

- Get orbital elements

- Mark your comet

- Add objects
