If you are able to solve any problems with Stellarium (previously reported or otherwise), or implement a new feature, please submit a patch. The best place to do that is to post to the stellarium-pubdevel mailing list.

If you mean "correct a bug report" here in Launchpad, then yes, everyone logged in can do this. Just click on the yellow circles with "!" in them (I think it's supposed to be a pen).

For example, to edit a bug's description, click on the "!" icon that is right of "Bug Description".
