Ipad2 download worked for 3weeks, now will not open even after reinstalling several times

Download the app. For the ipad2 from iTunes , the program worked great for 3/4 weeks ,then the next time I used it , the programme.
  would not open, have uninstalled several times and reloaded but it still won't open . It worked really well when I used it ,an was great been able to have it with me when out with scope viewing

Just re-installed program an seems to work fine . But the language is all Russian by the look of things.
