FATAL: Bungled squid.conf

How do I set the url_rewriter_program ?

I added the url_rewriter_program line to squid.conf
>>
url_rewrite_program /usr/bin/squidtl -l /var/log/squid/squidtl.log -c /etc/squid/squidtl.xml

but squid keeps failing with the error FATAL: Bungled squid.conf on the line containing the url_rewrite_program

Here's my squid.conf entries related to squidTl:

 url_rewrite_children 15
 url_rewrite_program /usr/lib/squid/squidtl -l /var/log/squid/squidtl.log -c /etc/squidtl/config.xml

on a Debian 5.0.4.
