Can i use SquidTL with squidguard ?

No, because is a non-sense choice: you can use only one url_redirector in squid.conf and, if you need to manage dynamically users and rules, SquidTL whould be the best choice.
Moreover you can use the squidguard rules list with SquidTL, using LIST when creating a new rule.
