ID3 tag version?

I downloaded and installed SoundConverter 2.0.4 (the version in the Linux Mint repository) to convert some .m4a files to .mp3 files. It worked fine.

However, when I went to use the .mp3 files with a particular music player application, the player app did not extract the Artist, Album, or Genre information from the files. After looking at the .mp3 file headers, it appears that they use ID3 v2.4 tags. When I used a separate program to convert the headers to ID3 v2.3, the player app extracted the Artist, Album, and Genre information as expected.

My questions are these:

1. Am I correct that SoundConverter 2.0.4 is using ID3 v2.4 tags?

2. Is there a way to set a different output tag format, e.g., ID3 v2.3?
