How do I share something with only one person, without sharing with my entire neighborhood?

You can share with one user (or a selected group of users) by using the invitation mechanism.

Steps:

(1) Open the activity you want to share;
(2) Go to the Neighborhood View (use the F1 key or click on the icon with 8 circles in the Sugar Frame)
(3) Hover the cursor over the icon of the user with whom you want to share.
(4) A menu should appear that offers to "invite" the user to join the activity.
(5) Click on that menu item. An invitation alert will appear on their Sugar Frame.
(6) By clicking on the invitation, they will have joined the opened a shared activity.

Repeat steps 3-5 to invite additional users.

Note that you can access the hover menu more quickly by using the right mouse button.
