Whi is there a frontend.css in the root and the globals folder?

Why is there a frontend.css in silva root and in the globals folder, is the one in globals the one called until the attribute is replaced in the one in the root?

Yes, the frontend.css in the root imports the frontend.css in globals. This means you can change, or override, any of the selectors by editing the frontend.css in the root (the one in globals is not editable).
