Offline installation

I am trying to install Sikuli offline due to my company's firewall not allowing me to install the necessary .jar files from the Sikuli teams links provided in the install file. However, even when I download the appropriate file here https://launchpad.net/raiman/+download and followed the instructions posted here http://www.sikulix.com/quickstart.html the program still looks to find the files online. I was never given the option to install Sikuli using the local files I downloaded from the offline installation files, it kept trying to find the files hosted by Sikuli. The only time I was able to successfully download and get the prompt to install local files was when I used my mobile hotspot on my cellphone. I believe what is happening is that the installation file is trying to connect to the links online and then if it can, it prompts the user to choose if they want an online installation or local installation. So I believe the installation should first prompt the user if they want a local installation or an online one and then proceed accordingly. I am trying to install via the offline method for many computers so please let me know if I am doing the installation wrong or if it is indeed an issue with the installation program.
