Trying to Install sikuli V1.1, but unable to

but unable to , installed JRE & JDK version 1.7 , when i execute the jar file it is asking me to runsetup from aommand prompt after that when i tried to do the same it stops, is there any proxy setting that I have to change

I recommend to use version 1.1.0 and the offline setup as mentioned on the download page:

Is it Nightly builds Version 1.1.0 that you are referring to ?

I tried v1.1 as well but is throwing me the below error

you should try the offline setup as described on the nightly page (some programatically download seems to be blocked for you)
