How to extract information about widgets from layout?

I'm wondering if there is a tool or technique that can scan GUI to extract all the controls and their properties in that GUI.

Is this tool use source code to extract these information?
or
Is this tool use GUI layout as image to extract these information?
or
Is this tool use XML file or any format as input to extract these information?

Sikuli definitely is NOT one of these tools.

On every platform (Mac, Windows, Linux) are specific (mostly for development) tools available, to inspect a GUI

Google is your friend ;-) with e.g.
inspect GUI
