That depends on what you mean by "distortion".

Sikuli can compare image1 to image2 with some quality parameter, so you can tell if image2 is distorted version of image1, or not. See example here: https://answers.launchpad.net/sikuli/+question/216128 "screenshot comparison"

But if you want to _measure_ distortion, it's a different thing, and I don't know, if Sikuli can help here.
