Is this project still ON, I mean are they working on it to improve(new features) or its development is stopped? I've not seen any updates on their site after on 2011/09/15

They are on investigation about improvements, restructuring and new features.

I do not think, that Sikuli will directly support devices in the near future.

The only hope: with a revised Java API it might be possible to implement it on Android devices (there was one older version using MonkeyRunner, but that no longer works with Android > version 3).

iPhone does not support Java until now, so it would have to be rewritten in ObjectiveC (might be that someone else has some fun with it ;-)

WindowsPhone: I do not know yet, wether Win8 supports java on the devices.

And it can always only be a subset, since it depends on OpenCV and Tesseract, which have to be available on these devices additionally (or one has to switch to some other available similar stuff).
