Plugins not showing up in Edit view

A lot of plugins are listed in preferences as "installed", from "3D rotate" down to "torned paper", and there is also an install path given. However, in my "edit" view, NONE of these show up. All I have vertically along the left is "select", "freehand line", "highlighter", "straight line", "arrow", "rectangle", "elipse", "text", "censor". "auto-increment", "crop", and "delete" . . . that's it. And there aren't any drawing tools at all along the top horizontal . . . just the ruler.

If the plugins are indeed installed, why are they not showing up? What am I missing?

Plugins are not executed via the DrawingTool. You can either execute them via Menu (Screenshot >> Execute a plugin) or via context menu of each tab (right-click >> Execute a plugin):
