Can't install Ubuntu 20.04

I tried install follow this post https://www.linuxuprising.com/2018/10/shutter-removed-from-ubuntu-1810-and.html on Ubuntu 20.04 but I can't resolve dependencies:

~sudo apt install shutter

The version 8:6.9.10.23+dfsg-2.1ubuntu11.1 of imagemagick is in the focal-updates and focal-security repositories.

It seems that you had one of them or both enabled at a certain moment, and they seem disabled now.

I suggest that you re-enable them (or at least the one you had, if you can remember) and try again.

Additional remark:
There seems to be something wrong with four packages, you should repair that with the command
sudo apt install --reinstall linux-headers-5.3.0-51 linux-headers-5.3.0-51-generic linux-image-5.3.0-51-generic linux-modules-5.3.0-51-generic
