Addendum: There is a new repo for Shutter at Github: https://github.com/shutter-project/ Shutter got rid of some of its gnome2 dependencies but not of all yet. There will be a release with the current progress soon, but this should be not enough to get it into Ubuntu's repositories yet. A GTK3 port is being worked on, but it is not yet certain that it will be finished and there is not timeline for it.
