Up-to-date source codes to be made available for download on official site

Hi Shutter project developer(s).

On latest Fedora systems, current available RPM source regarding Shutter is shutter-0.93.1-11.fc29.src.rpm. From http://shutter-project.org/wp-content/uploads/releases/tars/,the last modified source code available to public for download is shutter-0.93.1.tar.gz, 2014-12-24. Though at http://shutter-project.org/category/blog/, version 0.94.1, 2018-09-10 is available but not present in one of the Fedora's update repository.

Expected: up-to-date source codes to be made available for download on official site.

As noticeable as well, It turned out that Shutter requires the openssl package in order to work; on my system from which openssl has been at last removed, it won't be installed using 'sudo dnf install shutter' without installing systematically openssl as dependency. On my system LibreSSL took the place it deserved. Is there a way then to avoid using weak package – which appeared in many ways to be openssl – while attempting to install Shutter from a Fedora repository?

Expected: Shutter to be made installable without requiring openssl, and to support Libressl library in case an SSL library is required..
