Annotate screenshots with text & arrows?

Is there a plugin for allowing the annotation of screenshots? I.E. The ability to easily place a coloured arrow and some text.

Currently there is no such plugin, but there are plans to integrate these abilities into the main program. Due the the fact that this is nearly a one man project the implementation will take a while.
