Shutter config... is there a manual or help document for shutter

I installed shutter some weeks ago and it all worked fine... I had a number of public site that i could upload images to... now there are no upload options available. Was I dreaming? it all worked so well until it did not. Why are my anonymous upload sites no longer available?
