plugin idea - miniature effect

Look at this (real photos looks like miniatures):

I think it would be nice to have a plugin like that for shutter.
Maybe I'm simplifying a bit , but looks like it just defocus some region of the picture and darkens the border.
I plan to get back to development soon but life keeps getting in the way. Hope someone beats me to it :-).

Plugins can be written in Perl, Bash or any other scripting language. Maybe you can put together some imagemagick commands to get that effect. I would help you to make a plugin out for it.
