If you are not using a .deb based distribution you can download the tarball of Shutter:

1) download tar.gz archive at the Shutter Team PPA https://launchpad.net/~shutter/+archive/ppa

2) extract the downloaded archive to a directory at your choice

3) check debian/control for dependencies and install them if needed

4) move to directory bin and execute ./shutter
