Creating a highlighter tool for plain-text notes

How possible would it be to introduce a basic highlighter tool for plain-text documents?

The function of the tool would be to highlight text in notes for study & reference. I'm well aware that Scratch is aimed at development and code related syntax (and is therefore possibly restricted with minor formatting of txt documents?). The tool would highlight similar to other editors such as evernote and not just highlight occurrences of the same word (as is already possible for code usage).

I think the tool would be useful for note-taking, as opposed to resorting to a big hefty word processor just to gather some info for project research, etc. If i is difficult to implement, perhaps some form of custom per-document-coloured-syntax approach might work? Or maybe it would require a new document extension?
