Is it possible to choose file encoding like in gedit?

When I tried to open a text file with different encoding as was recognized, everything appeared in gibberish.
I've searched for a way to change the recognized encoding of the file (in gedit when you open the file you can choose the encoding to use).
I couldn't find anyway.

Is there a setting which I couldn't find? Is there some other way to force Scratch to open a file with specific encoding?

As far as I can tell, there is no way to do that. It might be a nice feature to have though.
