static ip use for web access

I am trying to set this up to be accessed over the internet, via a static ip address. This responds fine as "localhost" but can not hit it using ISP assigned static IP. I can ping the machine, but not the port.......any help or suggestions would be appreciated.

Please ignore that last question....LOL. I rebooted the server, and lo and behold I can access it! Now to learn how to run it!

Basically, put SchoolTool behind Apache, and set up Apache for the static IP as usual (and as well documented elsewhere).
