Realistically, you'll need to have root or administrator access to your server (whether remote or local) to reliably run SchoolTool on it. A virtual server may be sufficient, but you'll need to stress test it to find out.

It is probably possible, in theory, under certain configurations, to install and run SchoolTool with just a user shell account on a web server if you can add rewrite rules to the Apache configuration, but I don't recommend it. You'll probably just end up really frustrated.
