Slow webpage response from schooltool

When I use another PC to browse the schooltool webpage(172.16.99.81 -> http://172.16.99.54:7080), it spend a half minutes to load the schooltool homepage.
But when I browse to schooltool webpage on the schooltool server locally (http://localhost:7080),
It doesn't appear the latency, just spend a few seconds to response the homepage.
Is there have any solution to fix it? thanks

Is there similar latency if you just ping the server or pull up a static web page?
