do i have to get a permission if i want to use it in my research?

I have a project paper about IS Disaster Management
i i found this system or program will be very helpful in my proposed system
i'd like to know if i have to apply for a permission from u to use it for my proposed system, please inform me so i do what is correct

Agasti is Free and Open Source Software. No permission is required to use it. However, you must adhere to the LGPL license as mentioned in the source code.
