Enable Security

When I enable ACL security, normal users can no longer access almost any of the modules even if they've logged in. How do you give users permission to use modules?

I don't see anything called "Module Access Control" I'm using 0.6.3

Sorry, I'm not at all familiar with 0.6.x ... I'm developing on 0.9.x (trunk) and this feature is there.
