Sahana Agasti installation

I'm trying to get Sahana Agasti setup on my local machine. It's a windows XP machine with Apache 2.2 and PhP 5, I'm using firefox.

I'm able to get through installation to the point where the button says "start sahana".
When I click the button it tries to take me to "...www/index.php?mod=admin&act=default" which is just an empty page.
If I navigate simply to the "www" directory under the "Sahana-phase2" directory after installation, I get taken to a page that looks like it's supposed to be the main page, but with none of the CSS or images visible. I extracted the sahana zip file to my webroot and ran the install process. Am I missing a step?
