GNU GPL 2 or 3? Master home page?

Is rubber released under GNU GPL version 2 or 3? https://launchpad.net/rubber says GNU GPL v3 but http://bazaar.launchpad.net/~rubber-devs/rubber/main/annotate/head%3A/COPYING is GNU GPL v2.

Where is the master home page for the rubber project? There's http://iml.univ-mrs.fr/~beffara/soft/rubber/, http://www.pps.jussieu.fr/~beffara/soft/rubber/, and https://launchpad.net/rubber as candidates. The downloads from some of them give 404 HTTP errors, e.g. http://ebeffara.free.fr/pub/rubber-1.1.tar.gz. It's a bit confusing if you're looking for the definitive place to get the source from.

This question was expired because it remained in the 'Open' state without activity for the last 15 days.

It would also be useful to know the answers if attempting to package rubber for distributions.

Can I bump this question? I am looking to package rubber for a new platform and need to ensure the information is correct. Without a response here I will be forced to assume this is not the correct location.

About the license: the code says GPLv2 (and always did), so it is the one which applies. I fixed this information on the Launchpad page.

I changed the old ones so they redirect here. They were outdated and I currently lack the time to maintain a proper and useful web page.
I also removed all previous download links, now the files are hosted on Launchpad too.
