Add ISO 639-3 "wae" to launchpad

Please add the ISO 639-3 code "wae" Walser to launchpad.net.

Walser is a higher alemanic language spoken mainly in the south of Switzerland and some locations in Italy, Lichtenstein, Austria and Germany.

As other higher alemanic languages and dialects, it has two plural forms. So the correct plural string should be something like this: "nplurals=2; plural=(n != 1)"

After confirming the language code and ISO "official" name on http://www.sil.org/iso639-3/iso-639-3_Name_Index_20100330.tab, I've added it to our database. You should be able to start translating now in Launchpad (you'll probably want to add it to your "preferred languages" list using https://translations.launchpad.net/people/+me/+editlanguages).
