Installing Referencer under Ubuntu 18.04LTS

Dear All:
I am trying to install referencer in Ubuntu 18.04 LTS , ( I moved recently to this version). ./configure reports:
"configure: error: gnome-doc-utils >= 0.3.2 not found"
while version 0.20.10 is installed

> apt list gnome-doc-utils
displays:
"Listing... Done
gnome-doc-utils/bionic,now 0.20.10-4 all [installed]"

How can I tell configure where to find gnome-doc-utils ?
