I can't find the tag panel

Okay, I'm using Rednotebook 2.6.1 as a portable app and I want to add a todo list. The documentation says:

Make sure the tag panel on the right is visible, if not drag the slider to the left.
On the right click on "Add Tag"

I cannot find any slider to move to the left. Has the tag panel been removed?

The tag panel has been deprecated. The docs have been updated
accordingly in the development version.

How can I get the accordingly updated docs to do with the info previously put on the tag panel which I have no access to any more? The help with version 2.6.1 I have installed now does not have according instructions.

If the option is not present anymore in the preferences dialog, you can
enable the option by having "showTagsPane=1" in
$HOME/.rednotebook/configuration.cfg.
