Windows RedNotebook 2.3: Hashtags not functioning / no language support

Windows 7, RedNotebook 2.3

Problem 1 (most important):
In Version 1.x hashtags (#Tag) were functioning (I was seeing the available tags, and was able to click on them). With 2.x hashtag functionality disappeared completely. What is the problem? I've been using RedNotebook mostly because of the hashtags and WordCloud !! (On other OS, e.g. Ubuntu etc. hashtagging functions correctly).

Problem 2:
If the OS has a language set different than English, it is not possible to have the menu of RedNotebook in English anymore.
