meanings for firstStart & running in configuration.cfg?

I daren't toggle 'firstStart' neither 'running' settings in the configuration.cfg file. Somebody could explain me their use, please?

'running' is actually obsolete. If 'firstStart' is 1, instruction
content will be added and some default templates will be created. You
shouldn't have to set firstStart yourself.
