How do I upgrade Windows installation from tar.gz?

Version 1.6.1 is the highest release with a Windows installer, but 1.6.2 contains a bug fix for Windows ("* Use PNG image in about dialog (SVG support is broken in Windows version)." -- which, I assume, is why none of the dialog boxes like the About box or the Find box appear ).
How do I upgrade my 1.6.1 installation using the 1.6.2 (or 1.6.3) tar.gz? Or, is it even possible? Failing that, how can I request a that a windows installer be released for 1.6.3?
