librsvg-2-2.dll missing message

I am getting the error message "The program cannot start because librsvg-2-2.dll is missing from your computer. Try installing the program again.

I downloaded the latest version for Windows and reinstalled and I've also tried uninstalling and re-installing but continue to have the same issue. Any thoughts?

BTW< even though I get this message, the programs always starts anyways.
