DHCP agent fanout queue issues while running Rally tests

We are running Rally tests on a medium sized Openstack deployment with high availability, clustered rabbitmq and databases.
Every time we run the rally smoke test with 75 tests we are seeing a spike in DHCP agent fanout queues(around 40 messages) and the messages in those queues are ending up not getting consumed.

Can someone guide me on how to fix this issue? I can provide all necessary logs.

It is better to ping neutron guys, they are more familiar with DHCP agent.
