is rally user at rally docker container, password locked?

I was reviewing the Rally Dockerfile/container and I see that rally user is created without password.
It looks like a locked account. If this is the case why?

I was waiting for a user within sudo group and a given password set (just in case I need to run additional administrative steps such as installing additional packages or so).

I know I can use -u root to use root user, but initial thought is that rally user would be enough (until it is not).
