qbrowse: what is intended use of this tool?

As I can see qbrowse works only with inventory data, and in this way it's like history browser. Something like 'Browse sources' in Trac. Is it?

May be it's possible to extend it for support of real disk situation, i.e. have a way to see current tree and manipulate with it: add, remove, revert, ignore... How hard to implement this?

Yes, the idea was to have something like 'Browse Source' in Trac, which would eventually become a standalone application. The problem is that I never actually needed the functionality and I've never finished it. As you can notice, there are even some non-active buttons and inputs at the top...

Currently it's there only because it's easier to keep it, than to remove it :)
