License change from LGPLv2 to Apache 2.0

From pyOpenSSL-0.11 to pyOpenSSL-0.13 the license changed from LGPLv2 to Apache 2.0. LGPLv2 is much more restrictive from what I can tell than Apache 2.0 is. I couldn't find any details on how this change license change occurred. It's also not listed in the ChangeLog. Just tying to get the details on this so I can pass it off to the legal department in my company in case they ask.

Hi Kristina,
I contacted each of the copyright holders and requested permission to re-license their contributions to the project. All agreed, so I re-licensed the project as a whole.
