blurred chunk of screen parallel to the plank dock

I've got a blurred part of my screen spanning the entire screen parallel to the plank dock. It only covers a bit more than how far out the dock is, but it spans the entire screen as well. So i've got this annoying bar that's fairly thick blurring my screen.
I can't find any settings to fix, or change this, As far as i'm aware, this should not be happening, and it should be clear
